Edgar Yipsel Harburg (8. april 1896 – 5. mart 1981), poznat i kao E.Y. Harburg ili Yip Harburg, bio je američki tekstopisac zabavne muzike, poznat po suradnji s mnogim znamenitim kompozitorima svoh doba. Najpoznatiji je po tekstu za izuzetno uspješne i dan-danas popularne pjesme kao što su "Brother, Can You Spare a Dime?", "April in Paris" i "It's Only a Paper Moon", kao i sve pjesme u znamenitom filmu The Wizard of Oz, uključujući "Over the Rainbow".

Rodio se kao Isidore Hochberg u porodici siromašnih jevrejskih emigranata u njujorškom Lower East Sideu. Kao mladić je postao poklonik socijalizma i član organizacije Socijalističkog saveza mladih ljudi (Young People's Socialist League, skrać. YPSL), zbog čega je dobio nadimak "Ypsel". U srednjoj školi se sprijateljio s budućim slavnim kompozitorom Irom Gershwinom. Kada su SAD ušle u prvi svjetski rat, otputovao je u Urugvaj kako u njemu ne bi sudjelovao. Po povratku je postao vlasnikom tvrtke za proizvodnju kućanskih aparata, oženio se i dobio dvoje djece; pisanjem tekstova se bavio u slobodno vrijeme.

Ključni događaj njegovog života je bio burzovni krah 1929. godine, zbog koga je Harburg ostao bez imovine. Gershwin ga je tada nagovorio da se ubuduće u potpunosti posveti pisanju pjesama, te ga je upoznao sa kompozitorom Jayom Gorneyem. To je bio početak plodnog partnerstva, čiji je najpoznatiji rezultat Brother, Can You Spare a Dime?, koja se smatra najpoznatijom pjesmom iz doba Velike depresije i jednom od najpoznatijih socijalno angažiranih pjesama uopće.

Poslije toga je napisao pjesme za Hollywood, a 1940-ih i tekstove za brodvejske mjuzikle, također sa socijalnom tematikom. Godine 1948. je zbog ljevičarskih stavova na predsjedničkim izborima podržao kandidaturu Henryja Wallacea; taj potez, koji je koincidirao sa početkom makartističke histerije, je 1952. potakao šefove holivudskih studija da ga kao "kripto-komunista" stave na crnu listu, na kojoj je bio sve do 1961. godine.

Godine 1981. je poginuo u automobilskoj nesreći na losanđeleskom Bulevaru sumraka.
