Richard Green "Dick" Lugar (4. april 1932 -) je američki republikanski političar koji od 1976. u Senatu zastupa državu Indiana. Prije toga je do 1968. do 1976. služio kao gradonačelnik Indianapolisa. Lugar je od 1985. do 1987. te od 2005. do 2007. bio predsjednik senatskog Odbora za vanjsku politiku. Poznat je kao jedan od liberalnijih članova Republikanske stranke, a veliki dio svoje karijere je proveo ograničavanju nuklearnog, kemijskog i biološkog oružja. Poznat je po velikoj bliskosti sa svojim demokratskim kolegom Joeom Bidenom, a neko vrijeme je kotirao i kao kandidat za kabinet Baracka Obame.
