Suverena država je država sa definisanom teritorijom koja ima unutrašnji i spoljašnji suverenitet, stalno stanovništvo, vladu, nezavisnost od drugih država i kapacitet da uđe u međunarodne odnose sa drugim suverenim državama.^[1] Vlada suverene države drži pravnu vlast nad svom tamošnjom imovinom. Takođe se uobičajeno podrazumeva da država nije podređena nekom, ili subjekt neke druge države i organizacije.^[2] Iako u nekim apstraktnim uslovima suverena država može iako je nisu priznale druge suverene države, nepriznate države će često imati probleme da uživaju pune moći pri sklapanju sporazuma i da ulaze u diplomatske odnose sa drugim suverenim državama.
